Sumario:The regional integration process of the Common Market of the South (MERCOSUR) has advanced in the inclusion of the international refugee protection among its regional objectives, declaring itself as a "humanitarian space of refugee protection". In the Brazil Declaration and Plan of Action adopted as the culmination of the consultative process known as "Cartagena + 30 Process", States proposed a "Labor Mobility Program". This Program promotes migratory alternatives within MERCOSUR's regional migration policy framework in order to promote innovative durable solutions for refugees and a mechanism of regional cooperation and solidarity. This paper analyzes the background and potential of MERCOSUR towards the construction of a regional protection space, taking into account the characteristics of the integration process and the context of the international protection in the region from a human rights perspective. The work also considers the conceptual and practical contribution of approaches based on international cooperation and solidarity in regional responses to the challenges of protecting refugees. In particular, the paper analyzes the actions and documents stemming from the recently created MERCOSUR CONAREs' Meeting and the applicability of the Agreement on Residence for Nationals from the States of MERCOSUR to the recognized refugees of the region, and identifies the international protection safeguards necessary for the implementation of the migratory alternatives initiatives.
