Sumario:The objective of the article is based on the definition of smart governments and their importance in the administrative management of the information of the Internet of services (IoS), things (IoT) and people (IoP). Likewise, we explain the importance of ethically responsible behavior in the management and use of information and communication technologies, which contribute to ensuring social inclusion, respect for fundamental human rights, economic progress, the sustainability of natural resources, quality of life, education, health, and political and social innovation. We aim to clarify the importance of smart governments for the potential use in real time of information, the action of knowledge, shared experience and the expansion of communication between politicians and citizen groups, through liquid networks of cooperation in a continuous process of self-development, participation and permanent innovation.
