| Sumario: | This paper in this commemorative edition analyzes once again some aspects of the historical-political process that concluded in the constitutional reform of 1994. It intends, therefore, to respond to those who, even after 25 years, continue to assert dogmatically that it occupied and served only for the re-election of the then head of the National Executive Power, or they intend to reduce its content to the political agreement popularly known as "Pacto de Olivos" between Carlos Saúl Menem - in his capacity as President of the Justicialist Party - and Raúl Ricardo Alfonsín, which was the most significant element from the political point of view in the construction of the constitutional consensus, and whose result was an exercise of the constituent power derived in the channels provided for in article 30 of our historical Constitution like we had never experienced in Argentine history during the course of the entire 20th century. |
