| Sumario: | The 1994 reform was the most legitimate and democratic act of a constitutional nature that occurred in that long history. Hence, through a brief synthesis of our constitutional history, in which there were two Constitutions sanctioned and that were not in force; wars that preceded the Constitution of 1853 and the reform of 1860; a Constitution repealed by a military proclamation and another Convention convened by that same military government, which ended with the abandonment of most of the conventional ones, after having sanctioned a single article, not forgetting that the extreme of having issued a military statute was reached to organize the constitutional government of 1973, the value acquired by the 1994 reform enacted after a process in which all the steps foreseen by the National Constitution in a framework of full republican democracy were demonstrated. Although it is not a perfect work, as it is not or has been none of this nature, it is noteworthy that none of the pessimistic forecasts disseminated by the opponents of the reform were produced before and during the operation of the Convention. Even legal actions were promoted and reached the Supreme Court of Justice to stop the reform process, which happily did not prosper. Attempts were also conjured to introduce reforms that were not planned and were totally inappropriate, such as allowing reelection of governors in some provinces. |
