| Sumario: | This article reviews the installation process of the "Ombudsman" in Argentina before the constitutional reform of 1994. It develops the axes of said constituent debate through a synthesis of the words of many conventions. Then, it addresses the later stage, the implementation of the National Ombudsman inserting the constitutional rule in the Province of Buenos Aires about the Ombudsman, also its incorporation into the Constitution of the City of Buenos Aires. Finally, it explains the later reform of the figure of the "ombudsman" in the inter-american system and mentions the international net that gathers the Ombudsmen, particularly those that are Spanish and Portuguese speaking. |
