Sumario:This paper analyzes the legal, moral and strategic dilemmas posed by international terrorism and counter-terrorist actions to societies that live under the principles of the Rule of Law, democracy and human rights. In the first part we will briefly refer to the rise of modern international terrorism and adopt a definition of the concept. In the second part we will discuss whether or not terrorism is an effective method to achieve the declared objectives of those who use it. In the third part, we will discuss how to deal with this threat, addressing the issue from three approaches: i) should we negotiate with terrorists?; ii) should terrorist attacks be considered criminal offenses or acts of war?; and iii) what interest should prevail in counter-terrorist action: public security or civil liberties? Finally, we will conclude the study by establishing what basic principles should govern the fight against terrorism
