Sumario:Overcoming the different positions on the matter, the constitutional convention in 1994 granted "constitutional hierarchy" to the International Convention on the Rights of the Child, in the full force of its provisions (i.e. as the Argentine Republic obliged itself internationally). To the extent that obligation expressly recognizes that a child exists since conception, any law of lower hierarchy becomes unconstitutional. The bills before Congress do not pass constitutional muster.
