Sumario:Information policies in the field of information services are going through an accelerated obsolescence period due to changes carried out in the information environment. Such environment becomes affected in two levels, intra and extra-social, by elements of social, technological, economic, ecological, and political kind. The ‘STEEP’ methodology is proposed to analyze the elements mentioned, so the trends of each are known in both levels. This would take us to an evaluation exercise of existing information policies in the field of information services, in general, to propose other policies and generate a prospective study, to establish an agenda with the proposals of new information policies in that field particularly, always taking into consideration social and institutional values.
