| Sumario: | The present piece of work shows the implementation process of the Territorial Emergency Law Nº 26160 in the Argentinian Province of Misiones; the exceptions that have been produced related to its legal construct and implementation, specifically in the constitution of the Technical Operation Teams (TOT), as well as in the continuity in the forced displacement and intimidation operations in aboriginal settlements. This paper also draws attention to the lack in the application of the international prior, free and informed consent norms (FPIC), particularly in the bi-national hydroelectric dam mega-projects which will affect many of these settlements. |
