This type of systems, deployed mainly in Europe and Asia, and which begin to make their foray into countries in Latin America, require structured state policies that support their implementation, while allowing their promotion and development. The present paper exposes the nature of the environmental, social and economic benefits of the tramway and the light rail system, in addition, and use of a contrast matrix for the qualitative analysis of policies, makes the assessment of the sufficiency of the public policies surrounding these systems within the Colombian legal system. The results indicate the insufficiency of the policies of regulation, promotion and development, as well as the scarcity of plans, programs and projects for these means of transport. We discuss the need to structure policies for public passenger transport in the cities of Colombia, oriented to the specific regulation of tramway systems. Las actuales tendencias en materia de movilidad urbana sostenible, han impulsado la implementación del transporte alternativo urbano de pasajeros, para lo cual, el tranvía y el tren ligero, han mostrado beneficios importantes desde la perspectiva de la protección al ambiente, la equidad social, y el valor económico. Éste tipo de sistemas, desplegados principalmente en Europa y Asia, y que empiezan a realizar su incursión en países en Latinoamérica, requieren de políticas de estado estructuradas que soporten su implementación, a la vez que permitan su promoción y desarrollo. El presente trabajo expone la naturaleza de los beneficios ambientales, sociales y económicos de la implementación del tranvía y el tren ligero, además, y mediante la utilización de una matriz de contraste para el análisis cualitativo de políticas, se realiza la valoración de la suficiencia de las políticas públicas entorno a dichos sistemas en el marco del ordenamiento jurídico colombiano. Los resultados permiten señalar la insuficiencia de las políticas de regulación, promoción y desarrollo, así como la escasez de planes, programas y proyectos para éstos medios de transporte.
