| Sumario: | In this article we address the quantitative development of the Comisión Protectora de Bibliotecas Populares and of the popular libraries in Argentina between 1931 and 1949, with the main objective of establishing a diagnosis of the national librarianship sector, to understand the anchoring effect of the implementation reading related library policies by the central institution. From the organization’s public sources we reconstruct, systematize and compare data that allows us to make a detailed diachronic review of the evolution of the associations in relation to the benefactor institution,with the distribution of bibliographic materials and with the readers who frequented them, according to dynamics of progression and distribution. The main conclusion leads to demonstrating the progressive and sustained growth that the popular libraries experienced during the presidencies of Juan Pablo Echagüe (1931-1944) and Carlos Alberto Obligado (1944-1949) as a consequence of a specific policy aimed at making popular libraries grow in number, but also in form, thanks to the strengthening of the collections and the increase in readerships.
