It is observed that in the period a change took place in the social perception of risk, characterized by the transformation of the understanding of the phenomenon as a natural hazard to its explanation as a socio–natural risk. This change of perspective is considered the main reason that will favor the construction of the floods as a public issue, which is visible from the emergency of the enviromental conflict that arises from the phenomenon and in the shift of the demands for risk management to the political field, and especially to the state. El artículo analiza la construcción social del riesgo en la ciudad de Santa Fe a partir del análisis cualitativo de discursos técnicos y políticos sobre las causas y la atribución de responsabilidades relativas a dos eventos de inundación significativos en la historia local acontecidos en 1982–83 y 2003. Partiendo de las convergencias y disputas presentes en estas visiones del fenómeno, se observa como en el trascurso del período la construcción social del riesgo se caracteriza por el paso del entendimiento del fenómeno como una amenaza natural a su explicación como un riesgo. Como uno de los hallazgos principales es posible sostener que este cambio en la perspectiva favorecerá la construcción social de las inundaciones como un problema público en la ciudad en el posdesastre de 2003, lo que se visibiliza a partir de la emergencia de conflictividad socioambiental en torno al fenómeno y en la modificación en las demandas para la gestión de riesgo al campo político, particularmente al Estado.
