A specialty of the Federal State itself is referred to a necessary balance between its component entities. This delicate attribute has been shown to be difficult to access on federalism as a whole and in Brazil it has propitiated the creation of regions of development among the Member States and metropolitan areas between Municipalities, without compromising the division of competences provided by the Constitution, i.e., the autonomy necessary for existence as partial federal entity. The Brazilian Fundamental law strengthened the Union's capacity to regulate most of the performances of the public authorities, which led to the emptying of the decision-making power of the municipality and to distancing from its local interest, turning the Municipality into a simple executor of the policies determined by federal government. Uma especialidade própria do Estado Federal é a que se refere a um necessário equilíbrio entre as entidades que o compõem. Esse atributo delicado tem se mostrado de difícil acesso no federalismo como um todo e no Brasil tem propiciado a criação de regiões de desenvolvimento entre os Estados Membros e de Regiões Metropolitanas entre Municípios, sem que isto venha a comprometer a divisão de competências prevista constitucionalmente, ou seja, a autonomia necessária para a existência como entidade federativa parcial. A Lei Fundamental brasileira reforçou a capacidade da União para regular a maioria das atuações do Poder Público, o que acarretou o esvaziamento do poder de decisão da municipalidade e seu distanciamento do interesse local, sendo o Município mero executor das políticas determinadas pelo governo federal.
