The identification and characterization of public problems is a determining factor in the effectiveness of the policies that address them. This paper presents a definition of a problem in terms of the difference between the current state and the desired future. It then presents two methods for analyzing a socio-environmental scenario used in professional practice and conducts a comparative analysis of them. In the second part, a dimensional approach is proposed for addressing the problem, based on the assumption that the problem is not monolithic. This would facilitate its diagnosis by dissecting it disciplinarily, allowing for the formulation of homogeneous goals for each area, and finally, the identification of the responsible jurisdiction and resource holders in each of the defined dimensions. |
