| Sumario: | This article problematizes the use of professional discretion -the margin of maneuver to make decisions in the implementation of social programs- and its effects on three dimensions: the agency capacity of the implementers, the participation of the users of the programs, and the reproduction of inequalities both among users and implementers. The qualitative study focused on the implementation of the Local Initiatives Component of the Familias Program (Ministry of Social Development, Government of Chile) and included participant observations, semi-structured interviews, and focus groups with program implementers and users in a commune of the Metropolitan Region. The findings suggest that the centralization of decisions in the heads, without the participation of users or implementers, favors selective inclusion and, ultimately, the exclusion of those who do not conform to hierarchically established criteria, limiting the capacity for agency and reproducing inequalities. |
