Sumario:This research compares the most significant differences between the implementation of the 2013 electricity reform in Mexico and the frustrated attempt of counter-reform in 2022. For this purpose, from a public policy approach, the negotiation processes followed, the elements, the benefits and the impacts, both visible and expected, of both programs were considered. The results found show that the 2013 reform, based on what public policy theory suggests, was well articulated and, from an economic, environmental and public management perspective, incorporated the best practices for the electricity sub-sector. In contrast, the 2022 reform proposal was framed incorrectly and represented a regression in those same matters. The article proposes the restitution of a modern State model that, with the support of the national and international private sector, effectively fulfills its various functions.
