Sumario:This article studies the characteristics adopted by local and provincial public policies aimed at the social and solidarity economy (SSE) sector in the city of Santa Fe from 2011 to 2015, a period in which this area was institutionalized in the form of Undersecretariat at a provincial level, and later a Department at a municipal level. It particularly analyses the design and implementation of the Ideas in Progress Program (Programa Ideas en Marcha), which is developed within the framework of a comprehensive social policy, the ABRE Plan (Plan ABRE). It focuses on the manners in which state actors understand the SSE –based on how they define the recipients, on the interventions promoted, and on their objectives-, on the institutional actors participating in the design and implementation of said policies, and on the kind of relationship and connection established between them, to advance in the understanding of how the SSE is locally institutionalized.
