The climate has been a significant constraint on Argentine North Patagonian region potential development, based on thermal, hydric and wind limitations, leading a complex scenario for the quality of life of the inhabitants and the local and regional development. The foregoing has given rise to several socio-environmental and productive disagreements, of a singular configuration. This research shows an analysis of the main climatic drivers regarding to agricultural public policies aimed at environmental governance in the north of the Patagonian region. The conceptual and technical aspects are described, as well as the most relevant sources and outcomes of the relationship between natural assets and sustainable development in the south-central plateau of the Province of Río Negro and their possible involvement strategies within the framework of the setting up of public policies. for environmental governance. The qualitative methodology includes the collection of secondary information to account for the relevance of the problem for the entire population and the need to include specific actions on the government schedule to address the issue under a private public co-management model. Both, the review of the state of the art and the theoretical deepening of key concepts such as environmental governance, climate change, agricultural production and sustainable development, as well as the perspective of the main actors, provide the frame of reference for the article and contribute to supporting possible initiatives, in a medium- and long-term view that promote the best environmental governance of the territory under study. |

El clima ha sido un condicionante de suma importancia para las potencialidades de desarrollo de la región norpatagónica argentina sobre la base fundamental de limitantes térmicas, hídricas y eólicas, generando un escenario complejo para la calidad de vida de los habitantes y el desarrollo local y regional. Lo expuesto ha dado lugar a una serie de conflictos y problemáticas socioambientales y productivas de singular configuración. Este trabajo presenta un análisis de los principales condicionantes climáticos, respecto de las políticas públicas agropecuarias orientadas a una gobernanza ambiental en el norte de la región patagónica. Se describen los aspectos conceptuales y técnicos así como las causas y consecuencias más relevantes de la relación bienes naturales-desarrollo sostenible en la meseta centro sur de la provincia de Río Negro y las posibles estrategias de intervención en el marco de la generación de políticas públicas para una gobernanza ambiental. La metodología, de índole cualitativa, incluye la recopilación de información secundaria para dar cuenta de la relevancia del problema para toda la población y la necesidad de incluir en la agenda gubernamental acciones concretas para el abordaje de la cuestión bajo un modelo de cogestión público-privado. Tanto la revisión del estado del arte como la profundización teórica de conceptos claves como gobernanza ambiental, cambio climático, producción agropecuaria y desarrollo sostenible, así como la perspectiva de los actores clave, dan el marco de referencia del artículo y contribuyen a dar sustento a posibles iniciativas, en un horizonte de mediano y largo plazo que promuevan la mejor gobernanza ambiental del territorio bajo estudio.
