In this article, we aim to describe the relationships between the group of actors whom promoted the Santafesinian Free Zone in Villa Constitución (Santa Fe) and the steel enterprise ACINDAR, located also in this city. We propose to analyze the influence of those relationships on the implementation process of this public policy and reflect about the social and political conditions whereby public and private actors’ link could generate positive outcomes for both and contribute to increase the quality of a public policy. We base our analysis on the concept of policy network. Methodologically, we carried out several interviews with key informant and consulted the local and state press, federal and state legislation about free zones and others public documents. As a result, we hope to show the complexity of the public-private dynamics and the reconfiguration of interests and strategies carried on by actors over time and while new elements and situation need to be considered. En este artículo, nos proponemos describir las relaciones entre el grupo de actores que promovieron la Zona Franca Santafesina de Villa Constitución (Santa Fe) y la acerera ACINDAR, localizada también en esa ciudad; al mismo tiempo, proponemos analizar la influencia de esa relación sobre la implementación de esta política pública; y reflexionar acerca de las condiciones sociales y políticas en las que los vínculos entre actores públicos y privados pueden generar resultados positivos para ambos y contribuir a un incremento en la calidad de una política pública. Conceptualmente, retomamos la idea de redes de políticas públicas. Metodológicamente, hemos realizado entrevistas a informantes claves, consultado a la prensa local y provincial, la legislación nacional y provincial sobre zonas francas y otros documentos públicos. Como resultado, esperamos poder mostrar la complejidad de la dinámica entre actores públicos y privados, y la reconfiguración de intereses y estrategias que llevan a cabo los participantes de esta relación en la medida que nuevos elementos y situaciones deben ser considerados.
