Análisis del Programa de Desarrollo Rural Sustentable en el Partido de General Pueyrredón Meglio, María Sol Pluchino, Jésica Lucía Inscription on the agenda Programa de Desarrollo Rural Sustentable Promotional Coalitions Inscripción en la agenda Programa de Desarrollo Rural Sustentable Coaliciones Promotoras The purpose of this article is to present an analysis of the formulation and inscription on the agenda of the problem that gives rise to the Programa de Desarrollo Rural Sustentable, in the year 2013 in Municipality of General Pueyrredón, from the Promoting Coalitions approach proposed by Paul Sabatier and Hank Jenkins-Smith. The choice of this approach lies in the fact that it allows the exposure of the cognitive dimensions and how the mobilization of different heterogeneous actors takes place from these and converge, forming coalitions that cause changes in public policies. The Programa de Desarrollo Rural Sustentable is created, in the year 2013 as of the approval of Municipal Ordinance Nº 21.296/13. This program acts as a conflict resolution tool that arises from the territorial encounter between producers and residents, especially linked to the use of agrochemicals. With regard to the methodological aspects, its main source of analysis is the different ordinances, it interviews those who participated in the creation and implementation of the program and specific bibliography on the subject. The analysis presented is part of a research experience in the field of State Sociology and Public Policies. El presente artículo tiene como objeto presentar un análisis de la formulación e inscripción en la agenda del problema que da origen al Programa de Desarrollo Rural Sustentable, en el año 2013 en el partido de General Pueyrredón, a partir del enfoque de Coaliciones Promotoras propuesto por Paul Sabatier y Hank Jenkins-Smith. La elección de este enfoque radica en el hecho de que permite dar cuenta de las dimensiones cognitivas y cómo, a partir de estas, se produce la movilización de distintos actores heterogéneos que convergen formando coaliciones, provocando cambios en las políticas públicas. El Programa de Desarrollo Rural Sustentable es creado, en el año 2013, a partir de la aprobación de la Ordenanza Municipal Nº 21.296/13. Este Programa actúa como una herramienta de resolución del conflicto que surge del encuentro territorial entre productores y pobladores, especialmente vinculado con el uso de agroquímicos. En lo que respecta a los aspectos metodológicos, tiene como principal fuente de análisis las distintas ordenanzas, entrevista a quienes participaron de la creación e implementación del programa y bibliografía específica sobre el tema. El análisis presentado se enmarca en una experiencia de investigación en el ámbito de la Sociología del Estado y Políticas Públicas.
