Sumario:The Optic Ring and ITC Integration Project for UNASUR countries members is the first one of its kind and it proposes a radical change in the way that South America’s countries manage their connectivity and strategic information integration. Through this paper the author describes an analysis of the innovation grade this project represents in a general background for specifics aspects of the UNASUR countries members and their consequences through the identification of Innovative Categories and Subcategories assessed in a new theoretical model of interaction of the Regional Innovation System, UNASUR and the Service Innovation objectives in a context of political and legislation coordination and cooperation of the region’s countries in order to increase the digital independence, the information security, the defense capacity, the sovereignty and the digital autonomy of the region.
