| Sumario: | This article reflects on the relationship between culture and city from the experiences of intellectual precursor, Mario de Andrade, the head of the department of management culture in São Paulo and Paulo Freire, involved in the expansion of the Popular Culture Movement in the city Recife with the teaching method which was based on literacy from the vocabulary and cultural universe of the class. Both acted ahead of its time, innovating in the area of culture in Brazil, even through brief passages, marked the scene and opened the country's cultural policy and the cities where they acted.
