Sumario:This article aims to establish a discussion about cultural inclusion projects that end up not developing their true role: to promote cultural democratization. Therefore, these projects are, in fact, aimed to an audience who already has some cultural capital accumulation or wants to appear to possess this capital, reasons that will make such public seek that “inclusion.” This segregation of culture highlights the false character of national cultural politics. Through the concepts of spurious culture and authentic culture advocated by Ribeiro (1978) we present the process of deculturation which led to our current situation. For this we analyzed the relationship between a poor district of Fortaleza - Ceará, the Community of Graviola, and the Dragão do Mar Culture Center, exposing the fragile political training audience and the lack of incentive to popular creativity, which is fundamental element for a cultural change.
