Sumario:In the specific case of the recent Brazilian experience, both fiscal and budget transparency, such as participatory budgeting, it is noted that the variables participation and transparency are not always found simultaneously, requiring conscious efforts to become mutually reinforcing elements in the pursuit of democratic deepening and improvement in financial management and public policy. This is the subject discussed in this essay.
