| Sumario: | This article presents two objectives: first, describes some elements of the financial policies of the international organisms that characterizes some aspects of educative development in Colombia at the seventies which essentially answers the dominant tendencies in Latin America at that level: and second, analyzes this proposal as an evident necessity to fortify the state in rural society in a massive exodus of peasants to the cities in a situation of violence and economical and social crisis in this country. |
