| Sumario: | With the spread of the Internet access and the advancement of the organized civil society, more and more countries have started the implementation of the open government model. Some authors have discussed the contrasts among the countries specially were democratic traditions are concerned. In this sense, understanding the challenges and limitations in the open data process in different countries might offer technical and practical insights, which will enable the fulfillment of existing blanks in the democracy, social participation and transparency literature. Furthermore, the difference and similarity between Brazil and Spain should be taken into consideration if a comparative analysis from the lessons and experiences as well as the challenges and limitations between these countries are to be made. |
