Sumario:In this article, we establish a historic moment in which Latin America finds an opportunity to createa development strategy through elaboration and implementation of programs to reduce inequality and improve the quality of its citizens; also to analyze the role of the State, the region’s economic development within a crisis context of the capitalist mode of production and life. These conditions could only be solved from the logic of the new development projects under regional integration, which allow progress, though not dominantly with respect to market and capitalist profitability
