Sumario:Public finances affect and determine the conditions under which they occur and exchange goods and services in society, because they are the natural area where you define the goals and priorities are established for the exercise of the spending that the State does. To do this, governments have established programs and activities that promote the development; define priorities in the exercise of the spending and explain why they are exercised in a particular way. Economic thinking has oscillated between the State and the market, depending on who governs, as well each stage gives priority to certain forms of intervention, associated with sorted the characteristics of the financing of public expenditure and how and why to be spent in a certain way. The article elaborates on the need to perform a deep financial reform to Mexico, where it is resume the priorities that emphasize the social welfare of the population. Also offered are recommendations that will help to obtain greater equity to achieve a stable social development
