Sumario:The article makes a characterization of the institution of the National Secretariat for Social Action and Child Protection (SENDAS), since its opening until his closure. The raise it as an institution understand not only as an organization with rules and collective practices, but also cognitive and moral frameworks within which individual thoughts are developed and therefore invites us to investigate the forms of organization, actors, activities and practices carried out in these institutions, but also on the oriented models. The analytical description of these aspects also aims to establish the relationship between the actions of social assistance and the strengthening of political clients under the age of populist governments in Latin America.
