Do they reflect Alberto Fujimori's strategy of power consolidation? Are they the result of the strategy of dominant economic classes to continue exploiting Peru's resources? Or are these institutions reflecting a process of democratization of the state? This article explores these questions by examining state institutions in the area of public services. The argument is briefly the following: although still incomplete, the regulatory state in public services means democratic progress compared to the previous form of state intervention based on public owned companies.
