Sumario:The article offers a criterion based on practical considerations that show deliberation and equality as the core values of democracy. On the second part, the explicit institutions that follow the acceptance of these principles, proportional elections and simple majority rule as method of decision inside the legislative power specifically, are analyzed in terms of their functionality in the Mexican case. In the third and final part the possibilities of creating a deliberative environment within the political parties is considered, showing that the deliberative reforms must be done at the level of the institutions of the State.
