Sumario:The Spanish diplomat Jose Luis Dicenta Ballester says: "I think my identity is Latín-American, that a part of my identity as a Spaniard cannot be understood without knowing the Latin-American culture, without living and feeling it". He is an expert on the topic about Ibero-American Summits because of his participation in the organization of the first ones when he was State Secretary for Ibero-America and for international cooperation. Dicenta achieves in this work a balance of this project, and particularly, of the results of the 15 Ibero-American Summit, which took place in Salamanca last October.
