Sumario:The interest of a theoretical bibliographic research is limited to the study of cooperation agreements signed by police authorities in Mercosur countries, regarding the use of social innovation in public security measures for the resolution of border conflicts, taking as a case the assault to the stockbroker Prosegur of Paraguay, in the year of 2017. It was verified that the cooperation among police entities served as an important aid to the fight against organized crime and to increase agility to the cross-border control. In addition, it was found that innovation in the area can be successfully accomplished in public services already consolidated, not only for the creation of new models but also for the implementation and maintenance of articulated evaluation of national public policies and for the international agreements. Such findings show how much the public service can still be expanded, filling gaps and improving security of the population, as fundamental and universal right.
