Sumario:The article deals with the concept of traditional diplomacy and its evolution, as well as several classes of it, such as multilateral diplomacy, public diplomacy and parliamentary diplomacy. At the same time, it analyses social actors’ incidence in the processes of international character, which form what nowadays is known as citizen diplomacy, exemplified with women’s participation. Also, the context of international relations of 21st century is analyzed, and includes social actors’ participation and their link with foreign policy. It concludes pointing out that it is necessary to root the concept of citizen diplomacy inside the States, considering it might be catalyst of improvements, not only in domestic processes, even in those which transcend borders.
