Sumario:The concept of Scientific Potential includes the basic research, the applied research and the development. Nevertheless, it cannot be only examined from the point of view of quantitative indicators but also from the point of view of qualitative ones. One of the most important factors to be analyzed is the chain science - production. This analysis deals with topics such as the interaction science - technique - production and the influence technology has on social structures, their culture and ideological conceptions. However, it is made clear that technological progress is not identical to social progress. Being the former a necessary condition but not a sufficient one, for the latter occurs. In its second part, this article includes a discussion about the scientific potential and the science output, and it ends with a series of questions on Latin America and the studied concepts.
