Sumario:This article analyzes the interaction between organized labor and government during reform of the pension system in Argentina. The purpose is to investigate the political and institutional conditions favorable to the inclusion of trade unions in a negotiated pension reform process. The Argentine pattern of union-government interaction was shown to be shaped more by the peculiarities of the decision-making process than by the demands and power of union organizations
