By recovering the historical perspective, we aimto replenishing the organizational sediments of the territory andrereading them in light of the current power disputes in the villa.e working hypothesis takes up the existing evidence about thetransformations in popular politics brought by the emergenceof social assistance plans to alleviate poverty, strongly expandedduring the 1990s. It also adds urbanization as another modeof state intervention in villas.
