description This article reflects the decentralization of collective bargaining in the province of Córdoba through the case of the Unión Obrera Gráfica Córdoba. The period of analysis corresponded with confluence between the creation of the provincial Ministry of Labor and the rough journey of graphics workers towards their own collective bargaining agreement. In quest of that, we considered a key factor the encounter of the union’s strategy with labor policy in a national and provincial level. During this period of time, graphics workers suffered a technological transformation which resulted in less employment and the need for worker training. In this complex scenario, where labor necessities, union strategies and labor policy overlapped, the Unión Obrera Gráfica Córdoba was one of the first local unions with their own collective labor agreement.

El artículo indaga la descentralización de la negociación colectiva en la provincia de Córdoba a través del caso de la Unión Obrera Gráfica Cordobesa (UOGC). La delimitación temporal se explica por la confluencia entre la creación del Ministerio de Trabajo de la provincia y la trayectoria del sindicato en camino de ser firmantes de convenio. En este sentido, el artículo reconstruye la convergencia entre la estrategia del sindicato gráfico y las políticas laborales nacionales y provinciales, especialmente en relación al formato que adquirió la negociación colectiva. La hipótesis sostiene que la estrategia de la UOGC, para alcanzar autonomía política en el manejo de su obra social, se encontró con la voluntad gubernamental de descentralizar las negociaciones con los sindicatos, aunque el contenido ideológico que ambas instancias le otorgaron fue distinto. Analizando fuentes primarias y entrevistas orales, el artículo indaga los efectos del cambio tecnológico en la industria que implicó la reducción de personal y la necesidad de capacitación de los trabajadores. En este escenario, donde se superpusieron necesidades laborales, asistenciales y tecnológicas con políticas laborales desplegadas en contexto de crisis económica, la UOGC fue una de las primeras organizaciones sindicales que logró celebrar convenios colectivos a nivel provincial. Este artigo investiga a descentralização da negociação colectiva na província de Córdoba através do caso da Unión Obrera Gráfica Cordobesa (UOGC). A delimitação temporal explica-se pela confluência entre a criação do Ministério do Trabalho provincial e o progresso do sindicato no sentido da assinatura do acordo colectivo de trabalho. Neste sentido, o artigo reconstrói a convergência entre a estratégia do sindicato gráfico e as políticas laborais nacionais e provinciais, especialmente em relação ao formato da negociação colectiva. A hipótese sustenta que a estratégia da UOGC, para alcançar a autonomia política na gestão do seu sistema de segurança social, colidiu com a disponibilidade do governo para descentralizar as negociações com os sindicatos, embora o conteúdo ideológico que ambos os organismos lhe deram fosse diferente. Analisando fontes primárias e entrevistas orais, o artigo investiga os efeitos da mudança tecnológica no sector, que implicou reduções de pessoal e a necessidade de formação dos trabalhadores. Neste contexto, onde as necessidades laborais, assistenciais e tecnológicas se sobrepunham às políticas laborais implementadas no contexto da crise económica, a UOGC foi uma das primeiras organizações sindicais a celebrar com sucesso acordos de negociação colectiva a nível provincial.
