Sumario:This article reflects the decentralization of collective bargaining in the province of Córdoba through the case of the Unión Obrera Gráfica Córdoba. The period of analysis corresponded with confluence between the creation of the provincial Ministry of Labor and the rough journey of graphics workers towards their own collective bargaining agreement. In quest of that, we considered a key factor the encounter of the union’s strategy with labor policy in a national and provincial level. During this period of time, graphics workers suffered a technological transformation which resulted in less employment and the need for worker training. In this complex scenario, where labor necessities, union strategies and labor policy overlapped, the Unión Obrera Gráfica Córdoba was one of the first local unions with their own collective labor agreement.
