| Sumario: | The formation of areas and departments within each state level has been the subject of study by various authors since it has made it possible to examine and analyze the constitution of the State itself. In the case of the municipal level of the city of Rio Cuarto, the reform of the provincial constitution of Cordoba in 1886 allowed the city a range of autonomy in political decisions that it did not previously possess. This independence, although under provincial jurisdiction, established a Deliberative Council in charge of making decisions and an Executive Department composed of the figure of the mayor, along with a series of agencies that gave rise to the municipal bureaucratic apparatus. Taking this into account, the following work aims to expose the formation of the municipal bureaucracy, emphasizing its construction process. Based on an analysis of the content of the budget minutes and various ordinances issued by the Deliberative Council, it is maintained that the proto-bureaucratic configuration that began at the end of the 19th century experienced a kind of modernization after 1900. Since then, the future bureaucratic areas, the organization and the functions to be performed were defined, as well as the professionals trained to carry out the defined activities. |
