It aims to examine the policies implemented against health crisis. In the work presented here, we examine the diseases that affected to local population and existing health administrative agencies when the Spanish Influenza's entry into the province, the new agencies created by the authorities and those complementary policies implemented during the epidemic. We pay attention to province political changes context, characterized by the Unión Cívica Radical governments access, whit a more inclined intention to attend popular demands and rethink the state role within the health field.
