It argues that these records provide detailed and exhaustive information on public spending, which allows the examination of both public policies and the agencies in charge of them. The first section presents the theoretical assumptions underlying the incorporation of digital data in the construction of social objects and the study of state action based on an analysis of expenditures. The second section breaks down the process of constructing the database, for which the methodological decisions made are reviewed. The third part presents some findings resulting from the application of the tool at three different scales. First, general characteristics of national spending are outlined, with special attention to the crisis in the spending pattern of recent years; second, the fragmented nature of investment within the national scientific-technological complex is shown; and third, a singular actor, the National Ministry of Science, Technology and Innovation, is addressed. El artículo explora el accionar estatal a través de una lectura de las partidas de ejecución presupuestaria de la Administración Pública Nacional. Argumenta que estos registros ofrecen información detallada y exhaustiva sobre el gasto público, lo que permite examinar tanto elementos materiales de las políticas públicas como de organismos a su cargo. En la primera sección se presentan los supuestos teóricos que fundamentan la incorporación de datos digitales a la construcción de objetos sociales y el estudio del accionar estatal a partir de la ejecución presupuestaria. En la segunda sección se desglosa el proceso de construcción de la base de datos, para lo cual se repone las decisiones metodológicas realizadas. En la tercera parte se presentan algunos hallazgos, resultado de aplicar la herramienta en tres escalas distintas. En primer lugar, se delinean características generales del gasto nacional, con especial atención a la entrada en crisis del patrón de gasto de los últimos años; en segundo lugar, se muestra el carácter fragmentario de la inversión dentro del complejo científico-tecnológico nacional; y, en tercer lugar, se aborda un actor singular, el Ministerio Nacional de Ciencia, Tecnología e Innovación.
