Sumario:This article explores the use of budget execution records of the National Public Administration for the analysis of government actions. It argues that these records provide detailed and exhaustive information on public spending, which allows the examination of both public policies and the agencies in charge of them. The first section presents the theoretical assumptions underlying the incorporation of digital data in the construction of social objects and the study of state action based on an analysis of expenditures. The second section breaks down the process of constructing the database, for which the methodological decisions made are reviewed. The third part presents some findings resulting from the application of the tool at three different scales. First, general characteristics of national spending are outlined, with special attention to the crisis in the spending pattern of recent years; second, the fragmented nature of investment within the national scientific-technological complex is shown; and third, a singular actor, the National Ministry of Science, Technology and Innovation, is addressed.
