Validation with information generated by those affected, of a hydrological-hydraulic simulation of the extraordinary flood of March 7, 2025 in General Daniel Cerri, Buenos Aires, Argentina

The simulation and validation of an extraordinary storm in General Daniel Cerri is presented. The storm had a 100-year recurrence according to the National Meteorological Service. Based on previous simulations, HEC-HMS coupled with HEC-RAS was implemented in the study area. The Soil Conservation Ser...

The storm had a 100-year recurrence according to the National Meteorological Service. Based on previous simulations, HEC-HMS coupled with HEC-RAS was implemented in the study area. The Soil Conservation Service curve number method, Kirpich for subbasin time of concentration, Muskingham for flood wave transit, and local tide gauge measurements were used. With HEC-RAS, shallow water equations (SWE) were used on a non-uniform grid fitted to the terrain model. Areas with different Manning's n roughness values were considered. The hydrographs simulated with HEC-HMS, their corresponding characteristic parameters, and the evolution of the flood over time within the study area are presented. The simulation was validated using data provided by those affected by the flood, and adequately describes the water levels reached in the city center. This provides a validated tool for structural and non-structural decision-making that can mitigate the effects of such events.
