Sumario:This article examines the challenges and opportunities for humanitarian governance in the Cali-Baja border region, with a particular focus on migratory dynamics primarily impacting Tijuana while also having broader regional implications toward San Diego. Drawing from a focus group titled 'Vision, Challenges, and Proposals for the Cali-Baja Border Region,' held on November 22, 2023, this study synthesizes expert perspectives on regional dynamics, challenges, and potential solutions. The region is experiencing unprecedented human mobility, influenced by recent policies from President Joe Biden's administration, including humanitarian visas and Temporary Protected Status for Venezuelans, marking a clear contrast with the previous administration. This analysis underscores the need for effective coordination among various actors to manage irregular human mobility. However, challenges persist regarding the consistency and efficacy of communication and collaboration, leading to fragmented humanitarian responses. Key issues include limited reception capacity and the protection of human rights, necessitating enhanced cooperation between governmental and non-governmental organizations. The absence of clear leadership and a shared rights agenda among actors has resulted in divergent approaches.
