A distinctive aspect of the illegal firearms market is that, in principle, all of them are born legal, which is why it is necessary to investigate the structures and conditions of possibility that make the transition from legality to illegality feasible. There, the role of the State is essential, for this reason, it is necessary to keep in mind the different scales of its intervention, whether municipal, provincial or national. For the analysis of this scenario, the Rosario department will be taken as a case. The criminal problem will be analyzed, understanding it as a phenomenon that develops under the market structure. This dimension of analysis focuses on the study of operating logic, regularities, actors, opportunity structure and circuits of social exchange relations, in order to identify common patterns that allow the construction and design of public policies. La violencia con armas de fuego en la Provincia de Santa Fe, en especial en la ciudad de Rosario, se convirtió en una de las principales preocupaciones de las autoridades políticas y judiciales. Un aspecto distintivo del mercado ilegal de armas de fuego es que, en principio, todas ellas nacen legales, por esto es necesario indagar sobre las estructuras y las condiciones de posibilidad que hacen factible el pasaje de la legalidad a la ilegalidad. Allí, el papel del Estado resulta esencial, por esto, es necesario tener presente las diferentes escalas de intervención del mismo, ya sea municipal, provincial o nacional. Para el análisis de este escenario, se tomará como caso el departamento Rosario. Se analizará la problemática criminal entendiéndose como un fenómeno que se desarrolla bajo la estructura de mercado. Esta dimensión de análisis, hace foco en el estudio de lógicas de funcionamiento, regularidades, actores, estructura de oportunidad y circuitos de relaciones sociales de intercambio, para así poder identificar patrones comunes que permitan la construcción y el diseño de políticas públicas.
