Sumario:Violence with firearms in the Province of Santa Fe, especially in the city of Rosario, became one of the main concerns of the political and judicial authorities. A distinctive aspect of the illegal firearms market is that, in principle, all of them are born legal, which is why it is necessary to investigate the structures and conditions of possibility that make the transition from legality to illegality feasible. There, the role of the State is essential, for this reason, it is necessary to keep in mind the different scales of its intervention, whether municipal, provincial or national. For the analysis of this scenario, the Rosario department will be taken as a case. The criminal problem will be analyzed, understanding it as a phenomenon that develops under the market structure. This dimension of analysis focuses on the study of operating logic, regularities, actors, opportunity structure and circuits of social exchange relations, in order to identify common patterns that allow the construction and design of public policies.
