The fieldwork took place in October 2022, in the Department of San Pedro, and involved in-depth interviews with six leaders from the farming community. The main findings reveal a concerning and bleak outlook for the future of farmers. The absence of State intervention in terms of social welfare policies and infrastructure, combined with the imposition of a development model centered around soy production, which is beyond the reach of the rural population, has led to a surge in illegal activities. Notably, the leaders of criminal groups in the area have gained immense power due to their influence over politicians. Finally, the State has been complicit in illegal activities, negotiating with criminals, and benefiting economically from marijuana. In conclusion, this work sheds light on a country where the boundaries between legality and illegality have become indistinct.
