Sumario:This presentation collects some of the developments of the final work done for the Postgraduate Course of Specialization in Clinical, Institutional and Community Psychology. It addresses the results of the Inter–ministerial Program for the Substitution of Psychiatric Logics; it has been carried out in the Province of Santa Fe since 2012. The purpose is to review the chronic hospitalizations in mental health in private and public institutions in the province. It seeks to promote an individual tailor health system in order to strength the implementation of the mental health policy established in the Provincial Mental Health Act 10772/91, its Regulatory Decree /2007 as well as the National Law on Rights to Mental Health Protection Nº 26657/10 and its Regulatory Decree/2013 in accordance with the International Human Rights Treaties with constitutional basis. A general analysis of the results of this inter–ministerial report leads us to consider that there is currently a transition period that ranges from accommodation modalities still characterized by confinement and guardianship of patients in treatment –in institutions where prolonged confinement is presented as a fundamental strategy for addressing subjective sufferings–, to strategies that respect human rights –where placement in specific institutions is not prohibited, but it is established that they must respect the dignity of patients, considering them as protagonists of their own destiny and not subject to manipulation and/or arbitrary impositions.
