Sumario:The paper aims to analyze comparatively the bureaucracies involved in the policies of modernization and innovation of public administration carried out in the city of Córdoba during the management of R. Mestre (2015-2019) and M. Llaryora (2019-2023) and identify their role in such processes. For this purpose, a qualitative methodological approach was applied where semi-structured interviews with key informants became the main input to proceed with the diachronic comparison between both administrations taking three analytical dimensions: a) forms of "bureaucratization" of public policies; b) the hiring modality of government agents; and c) the roles assumed by the stable bureaucracy. The bureaucracies associated with this public policy sector have not been analyzed in the specialized literature. The main findings indicate that there is an important hierarchy assigned to the agencies in charge of implementing gender-related policies of administrative modernization and public innovation but a growing precariousness and parallelization of the bureaucracies involved; at the same time, relations of conflict and resistance are maintained on the part of the permanent bureaucracies.
